It appears to predominantly refer to being drunk.
I think you are wrong but now we've established that can we try to figure out what the word 'minger' means?
I should explain that I received a C-mail from the OP yesterday that informed me that I was "mingin". I didn't know what it meant either, but an authority I consulted with did confirm that "minging" does have British origins, and meant being something along the lines of ugly and bitchy-mouthed.
