I noticed that as well when I saw it on the news. But when you stop to think about it there are actually a lot of people that have been named after artists, actors, and other fameous people from the past, especially when they share a last name. Some of those people are bound to go "bad" and commit crimes of various types. A couple that come to mind quickly are John Wayne Gacey and a guy that was featured on America's Most Wanted a number of times that was named Jesse James Hollywood, though these two didn't necessarily share last names with their namesakes.
There is also the fairly famous motorcycle builder named Jesse James that is married to Sandra Bullock.
My own middle name came from the actor Randolph Scott from many many years ago.
So while this guy shares the name of Jose Feliciano with the singer I agree that at first blush it seems strange, but I don't really think it is all that unusual in the bigger scheme of things.
