I am pretty much an expert on this guy (compared to most here, anyway), and can confirm that it was indeed written as satire and is not to be taken seriously at all. It was part of a comedy sketch show called 'Harry Enfield's Television Programme' from 1990. He did a number of sketches using the character Mr. Chomondley-Warner and was making fun of the ridiculous government information broadcasts from back when such ideas were actually accepted. If it does not amuse you, then fine, but please, do not be offended. Although what this has to do with BDSM I am not entirely sure.
