How old is their copy of the DSM?

Because DSM-IV lists it as a paraphilia only if it causes significant impairment in their lives. Now obviously murdering people or torturing them is a major impairment, but someone who does it for fun with a loved one who is just fine with it, and who have no trouble going to work and not spanking the woman in the next office doesn't qualify as significant impairment.

The example I use to show the difference between a healthy fetish and a paraphilia is shoes. If you spend your lunch hour looking at the Jimmy Choo styles online, and then sign off and go back to work, it's healthy.
If you spend your rent money on shoes and are forced to live in your car, it's a paraphilia.

paraphilia, especially if you're doing in on other people's shoes, in stores etc.
If you own a couple of pairs for your own pleasure, and don't do it anywhere but in private, it's healthy but unusual. It will cause problems with having a relationship but that's not the same as getting you arrested in Nordstrom's shoe dep't.
