To me, regardless of who makes the first move, it has to be a two-way street. I like being contacted, it is a complement even if things don't work out. If the person is serious about things, I expect them to put some effort into the communications. If they don't do so, then it is clear to me that they are not serious. That does not mean they have to carry the whole load, but I do expect them to carry their part of it.
A good example is one on here with whom a good conversation has been going. There are e-mails, some IM, and a bit more. Each puts something into the mix.
A bad example is one on here who was dropped because they failed to make a reasonable effort to communicate. Not saying they had to write a book, but something other than monsyllabic answers that take effort to get... I note that their profile now screams about the fakes and abusers here, and that they met no one real on here, and that no one truly communicated with them...
If one party makes little or no effort to communicate, drop them for it is -- to me -- a great indicator of how serious they are about things. If there truly is something there, or to be something there, then it takes effort on both parts.
