As I said way back, congress needs to create a NEW COURT that can handle the secret evidence to prosecute foriegn terrorists.

and my answer to that is that a tribunal can be created by authority of congress, and they would have the same laws and precedents and constitution to follow as any other court, because you can't create a new constitution, I am going to guess probably because it is unconstitutional.

yea the only way to end the game is not to play, just saying.  You can't even tie when the rules are changed by the other team whenever they wish
