I saw a medieval torture website with a device called the witch catcher. It was a two meter pole with a c shaped collar on the end. The collar was flexible iron and had internal spikes. The idea was you pushed it onto the neck from behind and the spikes both controlled the “witch” and prevented escape.
I really want one but I think it would be just too dangerous.
Instead I think some nipple clamps or a clothes peg zipper could be attached to a pool skimmer for a similar effect. A twist of the skimmer would give the sub motivation to follow your direction with the pole without the need for verbal communication. Good for outdoor pony / pet play or transport. The controller’s end of the pole could be tied off and the sub displayed never being able to reach the tied end kept away by the pole only able to move in a circle.

It may go by a different name in what you saw, perhaps a man catcher?  Here is a link to what I found as a "witch catcher":

But it sounds like you're talking about the "Thief Catcher":

If that be the case, I see what you mean.  I wouldn't attach anything to the neck really, but perhaps something less sharp and damaging like some wooden dowlings or or acrylic rods?  Just a thought off the top.  Good luck!

A Witch Catcher is a modified pole-arm used to avoid contact with a witch while handling and transporting. It keeps them at arm's length. It was dangerous for the morally or religiously proper to touch a witch as they might become contaminated.
