Being cold all the time is not acceptable. Insist on a comfortable temperature for yourself, while nude in the house. If he cannot afford the heating bill, he cannot afford to keep you nude. It is both a health, and a quality of life issue.
Also if you are doing chores you should be allowed socks on any cold floors. And a warm, thick robe if you are chilly.
The bed: flannel sheets are warm in winter. Also, if you have nothing else- a down comforter is a must, for very cold months/rooms. But the best thing of all, if you turn down the heat in the house when you go to bed: an electric blanket! You'll be soooo toasty warm, you'll think you died and went to heaven. You'll never want to get out from under it, in the morning.
