Uh, dude, I have spent the last 28 years as an architect and construction manager. Yes, the building department mandates compliance with codes. No, that doesn't make the building department liable for shoddy construction. No legally, not morally. If a piece of meat is tainted, we don't blame the inspector, we blame the meat processing plant. Same sort of thing.
