Franken sponsors bill condemning Uganda’s anti-homosexuality act

U.S. Sen. Al Franken is one of a handful of senators from both parties sponsoring a bill condemning the Anti-Homosexuality Act of 2009, legislation in Uganda that could lead to capital punishment for gays and lesbians there. The bill is seen by observers as an outgrowth of American evangelical Christianity, specifically the secretive evangelical political group, The Family.

Authored by Sen. Russ Feingold, a Wisconsin Democrat, the bill’s cosponsors include Republicans Sen. Tom Coburn of Oklahoma and Maine’s Sen. Susan Collins.

Also signed on to the bill: Sen. Roland Burris, D-Ill., Sen. Ben Cardin, D-Md., Sen. Frank Lautenberg, D-N.J., Sen. Carl Levin, D-Mich., Sen Jeff Merkley, D-Ore.

Here’s the full text of the bill:

Calling on members of the Parliament in Uganda to reject the proposed ‘Anti-Homosexuality Bill’, and for other purposes.

Whereas a bill introduced on October 14, 2009, by a member of Parliament in Uganda would expand penalties for homosexuality to include the death penalty and requires citizens to report information about homosexuality to the police or face imprisonment;

Whereas many countries criminalize homosexuality, and in some countries, such as Iran, Nigeria, Saudi Arabia, and Sudan, the penalty for homosexuality includes the death penalty;

Whereas the United States, in seeking to promote the core American principles of equality and `Life, Liberty, and the pursuit of Happiness,’ has long championed the universality of human rights;

Whereas religious leaders in the United States, along with representatives from the Vatican and the Anglican Church, have stated that laws criminalizing homosexuality are unjust; and

Whereas the people and Government of the United States recognize that such laws undermine our commitment to combating HIV/AIDS globally through the President’s Emergency Plan for AIDS Relief (PEPFAR) by stigmatizing and criminalizing vulnerable communities: Now, therefore, be it

Resolved, That the Senate–

(1) calls on members of the Parliament in Uganda to reject the `Anti-Homosexuality Bill’ recently proposed in that country;

(2) urges the governments of all countries to reject and repeal similar criminalization laws; and

(3) encourages the Secretary of State to closely monitor human rights abuses that occur because of sexual orientation and to encourage the repeal or reform of laws such as the proposed `Anti-Homosexuality Bill’ in Uganda that permit such abuses.

Didn't the Ugandan government back off on the execution of gay people recently? I hope that much was accomplished...

What a great article hc!
I have been trying to think of any countries in the world in which

public displays of homosexuality would be readily accepted.
I can only think of a handful of countries.
 
It certainly gives us something to ponder.
Even if the laws are appealed, I doubt you would want to be openly gay in Uganda,
or many other countries, in which you have people with similar anti-gay mindsets.

Yes you are right it is not capital punishment but life imprisonment --all around still very horrific. Would that make this petition no longer valid dya think?

Death penelty or life imprisionment... either way it is a gross injustice. It is a sickening denial of human rights.

I have never been a fan of Al Franken - I see him a little more than the leftwing version of Rush Limbaugh (albeit, not quite as succesful in radio) - but on this him and I are in complete agreement.

Lets hope it sucks to be cut off without a penny too. Although we may be assured that China will be in there like a rocket if we do that.

Quite why Sweden donates 50 million a year to Uganda remains a mystery to me though; Sweden has no connection whatever with Uganda. Assuming others take a similarly charitable attitude though, Uganda stands to lose out enormously if aid is cut off.

And remember, this is the same lot that expelled thousands of Indians in the 70s and thereby crippled their economy under Idi Amin, which may indicate that they hold principles not only in opposition to western ideals but also higher than their national interest - in theory not a bad thing, only dependent on which principles are being upheld as we see in the case of the "war on terror".

I think that anyone stepping up to try to stop discrimination and persecution in any form anywhere is laudable.. it is not like he is advocating that we invade Uganda to free gay people. I would also believe that Franken is for gay marriage, etc, so how is he being hypocritical?

I commend people who stand up for human rights. I commend Franken for standing up and pointing out the human injustice. On this, we agree.

The thing is, that in the US, were Franken is a senator, people are being discriminated against for being gay, in some states sodomy being illegal, not punishable by death mind you, but illegal. Doesn't anyone else see the irony?

Hypocritical? Maybe if everything was done as a complete nation, if each step was taken as one but we know that is not true. There is lots of support here for people preferring their own gender and I hope it gets a lot better. Yeah there is lots of things we all could do better here but lending a helping hand to someone else when our own situation is not perfect is commendable not hypocritical. We have hate crimes here, we can move along further on gay rights but I dont get this line of thought, it sounds miserly. We wont lend a hand unless our own is spotless? Lets help all of us to have a warm and safe home with decent healthy food to eat to live out our lives and dreams and loves as well as possible. Let's help each other get there.

I see the irony, but I also know that Franken has spoken out against these laws too...

I'm against it.
The U.S. Senate can't and shouldn't be trying to pass any "laws" for foreign countries.
Like it or not that's how they do things in Uganda. And as always I'm totally against any foreign aid.
The U.S. Senate's obligation is to the American People, when they mess about in things like this they are taking away from our time and, we're not paying them to be involved in things like this.
As I've said before I'm a big believer in *job descriptions* for govt. employees especially at the higher levels where there is little direction or guidance.
I guess there's no more homeless people in this country and all our problems are solved so that the senate can go traipsing off to do things like this.

I don't care to condemn them. I think that gays should be allowed to get married and adopt children and have all the same rights as everyone else.

HC, I agree with you on this point whole heartedly. I don't understand why some people just want to toss others to the wayside just cause they can't keep up or for whatever reason. It's senseless.

If the USof A was based on an indigenous tribe originating from that land this argument might be valid but seeing as we, including Canada use the rest of the world for all sorts of things to close the doors when it comes to helping out is not okay.

I am not saying go in and bully countries, I am saying help. In this case help gay men from being killed, tortured and imprisoned forever. This civilization was built on the backs of the whole world really. We are all connected. Those that have not deserve to have. Those that have can and should help, especially when so much was pretty much taken in the first place.

The USA is not some ethnocentric world of it's own, it is living and thriving in the same time period as all of us on this planet. Any help is good help. Helping for the good of the land and giving everyone an equal chance is the American dream which was being dreamt long, long, long before the USofA was a reality. The American dream is one word for it. Many people in many countries share the dream no matter what you call it.
