'Whelmed' is an old english word meaning to turn over, cover or capsize. 'Overwhelmed' is just an overemphasised version of the same word, so in reality they mean much the same thing, just to differing degrees of extremity. Overwhelmed continued into the modern day and the context of its use changed to refer mainly to emotional state being 'turned over'.
