Right but you're trying to apply it to this law which would make both parents equally custodial parents.

Yeah, they're called "soldiers." Or really anyone who moves around a lot. The fact that so many people do it, and do it successfully, means I can't see it as valid grounds to prevent a parent from having joint custody.

I obviously read it differently than you did, but I guess only the speaker knows what he meant.

I agree with Cali on the potential problems with relocating youngsters in this scenario. Moving is frequently a high stress situation for families. Add in adapting to a new school and the social pressures finding friends in a strange place and that can cause all sorts of problems.

divorce of parents
move to new town or city
being held back in school
serious illness
parent being called to war"
