Discrimination and standards, probably the same reason that the hymen evolved. The minimum male investment in reproduction is very small; he can quite literally come and go. The female investment in reproduction is exponentially higher, involving nine months of pregnancy and years of child rearing. Ergo female discrimination, selection and standards must be higher. A naked female indiscriminately available is attractive to a male, but a naked male indiscriminately available is not attractive to a female. Evolution dictates that he must work harder to show his fitness and his willingness to do more than "come and go", eg, his capacity for social skills and pair bonding, before she will have an interest in mating.
Women love to look at naked men who are clearly fit, or whom they have come to like and admire for their social skills. They generally do not like to look at random males, especially less fit ones. Even the physically fit ones are still displaying a lack of social finesse when they go naked in their initial display to a woman, so their attractiveness may not fully compensate for the social deficiency.
