Why don't you head up to Alaska and check with the people who never got made whole by Exxon. Exxon has spent the last 20 years spending who knows ho much to avoid paying damages to those whose lives they destroyed.

The President has made sure that at least 20 billion will be available to recompense those Gulf residents. It certainly dwarfs the paltry 75 million that is the cap under existing law.

Status: offline 		Its the cap set on civil damages set by a post Valdez federal law. There's also a billion dolars in a trust fund paid for by a tax on oil produced in the US.

While the cap does not apply to criminal charges the case would have to made and we're back to Exxon and 20 years on still fighting the case. Far better to have reached an agreement to get at least something out of BP before the company inevitably declares itself bankrupt and re-organizes leaving a US subsidiary holding all the obligations and no assets.
