I can think of some justifications for it but it strikes me that this is mostly a bad idea. Mostly done by personnel people who want to reduce the effort they have to go through to fill a position.

The last thing someone who is unemployed needs to be told is that they shouldn't even apply for the limited number of job openings that are available. But some companies and recruiters are doing just that.

I read few months ago the same thing happening in Europe. My guess is the practice is used for certain type of management jobs mostly. It puts a company into a situation of needing to offer better working conditions and compensation. In theory, the job for an unemployed person does not disappear. Moving person still leaves a vacancy behind. I do not see wrongdoing here from the recruiting company side; they just try to improve their workforce quality. Maximizing profits with minimal labor force is today's major corporate ideology mantra in the USA.

When there is a surplus of an asset the value of the asset lessens.

Generally, the perception is, that in times of downsizing, the less efficient and capable are let go first. Therefore, hiring someone who has already been let go, means that you aren't hiring the people who will return the best value for the money.

Not true in all cases, obviously, but in gestalt, likely true.

It points to a couple of facts of life and reality:

1.  Ensure that you give value to your employer by staying current, skilled, and aware of your situation, your company's situation, and the economic situation.  You should never take anything for granted.

2.  People are often lazy.  Sometimes it's the employee.  Sometimes it's the HR department.  Don't let yourself be placed in that category.

There's this myth that anybody who really wants a job will never go without one. At one time it may have been true; but no longer. People laid off during this recession can include all sorts, ranging from (what used to be) standard unskilled labor to highly trained professsionals. Companies that use this practice will only hurt themselves
