Yes, it is an election year. Here is one of the biggest scandals I have seen in a while.

So what are your opinions, should these former public officials if convicted have to pay back the money, go to prison or both?



Rizzo faces 53 counts; Bell was 'corruption on steroids,' D.A. Cooley says [Updated]

"Los Angeles County Dist. Atty. Steve Cooley filed charges against eight current and former Bell officials Tuesday, alleging that they misappropriated $5.5 million in public funds. Robert Rizzo, Bell's former city manager, has been charged with 53 counts of misappropriation of public funds and conflict of interest.

The charges come after a dramatic morning in which authorities swept through Bell and other cities, arresting former and current Bell officials.

Among those arrested were Rizzo; Angela Spaccia, former assistant city manager; Mayor Oscar Hernandez; councilmembers George Mirabal, Teresa Jacobo and Luis Artiga; and former councilmembers George Cole and Victor Bello.

"This is corruption on steroids," Cooley said.

[Updated at 11:28 a.m.: Cooley said officials used the city's tax dollars "as their own piggy bank that they then looted at will."

He said that councilmembers, who earned salaries of nearly $100,000, received $1.2 million for "phantom meetings" -- many which never occurred or lasted only a minute or two. "

My opinion on what ? What should be done to these lowlife motherfucking scumbags ? Well fully expressing myself on that would get me kicked clean off the internet, but to give you an idea it would be orders of magnitude worse than the tortures depicted in the Hellbound Hellraiser series of movies.

Prison will be the only recourse. The money is always gone and it is impossible to repay 5 million when you don't have a job and never will.

How bad is this? The City managers and assistant managers salary is 10% of the city budget.

Seems they have all resigned, except the one part time council member who wasnt making as much as the rest.

Hi tazzy,

I looked through recent posts but missed yours from July. The police chief did resign and is being investigated. He could be cooporating with the investigation and providing information to the prosecutors for a plea bargain. If convicted, they all need to be shipped off to prison, their assets & bank accounts seized and the money returned to the City of Bell.

As to how much will be left after the trials?

I hardly think a police chief is entitled to a half million in a small town.

BELL, Calif. -- The one-time police chief in the corruption-plagued city of Bell declared himself disabled when he took the job last year in a move that could someday earn him a tax-free state pension worth millions of dollars, the Los Angeles Times reported Thursday.

Former Bell police Chief Randy Adams said he suffered lingering problems from back, knee and neck injuries sustained years earlier.

Adams struck a deal with Bell's then-city administrator Robert Rizzo under which the tiny Los Angeles suburb would support Adams' application for a state disability pension when he retired, the newspaper said.

The one-page agreement cited by the Times said Adams has "limitations to full-time law enforcement duty and is disabled from heavy lifting." In addition, he "experiences flare-ups of debilitating back pain and numbness in his left foot."

The newspaper said Adams had filed for a non-disability retirement as he prepared to leave his job as Glendale police chief. He rescinded that application when he left that post and took the job in Bell in July 2009.

"He was not disabled," Glendale City Manager Jim Starbird told the Times. "I don't know how you hire someone who is disabled and not fit for the job."

Adams, 59, and Rizzo resigned earlier this year after word of their hefty salaries spurred public outrage.

Rizzo and seven other current and former city leaders were arrested Tuesday on charges of misappropriating $5.5 million in city funds.

Adams, who was making $457,000 a year when he stepped down, has not been charged with a crime.

Attorney Mark Pachowicz, who represents Adams, said his client is disabled and the Bell agreement was simply an effort to ensure he wouldn't have to fight for a medical pension.

"Mr. Adams wanted to make sure that the city was well aware of his physical capabilities," Pachowicz said. "He made all of that clear and upfront. He didn't want the city to come back and say we didn't know you had a bad back."

District Attorney Steve Cooley said there was no evidence the former police chief illegally obtained his annual salary - an amount that is $150,000 more than received by the Los Angeles chief of police.

However, the state attorney general filed a lawsuit last week accusing Adams, Rizzo and six other current and former officials of Bell of defrauding taxpayers by granting themselves salaries that were far higher than warranted for the jobs they were doing.

If Adams wins a state disability pension, he would be allowed to avoid paying state or federal taxes on 50 percent of his estimated $411,000 a year in retirement benefits.

However, state pension officials have said they will not approve payments for him or other Bell leaders until it is determined that no laws were broken.

"You're only supposed to receive a disability retirement if you are disabled and unable to perform the normal duties of your job," said Ed Fong, a spokesman for the California Public Employees' Retirement System. "If that is not the case, it would be fraud."

Y'know, if Rizzo was looking at the death penalty we might see some of that deterrent factor some folks insist has to be a component of that ultimate sanction.

He was offered a lot of money for his position and accepted.  Nothing illegal in that.  The others were in positions in which they had fiduciary responsibility and obviously broke that responsibility.

My own take is that he was hired to forestall any police investigation of the corruption.  If the prosecutors could have proof of that, he's be charged along with the others, but their evidence was slim to none.

The problem is... he was offered alot of money by the man who was also milking the city to take a job the chief of police stated he could not perform.

From what I heard on the radio here, the judge not only ruled that they are to stand trial, he actually suggested that further charges may well be in order. He also ordered that the six officials were to remain at least 100 yards from City Hall, conduct no city business, and take no compensation in any form.

Woohoo! And this is just the warmup. Rizzo and Spaccia are next up in the hot seat!
