i am looking to get into electro stim, but do not want to invest a ton of money off the bat as im not sure if it will be something i will want to invest more into unless i enjoy it. It will be used on both myself and my sub, so a unit that can handle both male and female stimulation(not necessary simultaneously, but more so handling the attachments)

What's the going price on the unit?
Can you find it online for less?
Can you find any reviews?
See if there are any used (e-Bay, Amazon) to get a feel for re-sale value. That way you'll know what it's worth if you don't like it and want to sell it.

i was unable to find any reviews.
im thinking the name KTM-3000 is just a re branded 2 lead tens unit
as with anything , you get what you pay for and this one is selling for 50$, so im thinking i should exercise good judgment and save up for something that will give electro play a fare shake.

Personally i think the attachments make or break a tens unit and the enjoyment one gets from it. Some will disagree with me , but pads suck for tens play. After 2 or 3 uses the glue on them is useless. and without a secure fit, they just burn the skin, not shock it. I almost never got into tens play after my experiences with just the pads. But then i got a real attachemt or 2 and found it to be one of the most enjoyable bdsm toys ever.

sad part is the attachments can get pricey, but in 99.9% of the cases any attachment can be used on any brand of tens unit, you just need a cheap adapter. some use pins, some banana plugs etc.
I couldn't find anything on the KTM. The thing with the low cost ones (even the ones from medical supply houses) is the power out put. Most of the low cost and medical ones just lack the oomph to be used for anything but mild masturbation/orgasm. The don't work well for "disapline".

I have 4 tens units. 2 erosteks  , one rimba and one noname brand. from my experience i think the rimba is a great starter unit, and outlast the "starter phase". it also has the power for bdsm play.

now maybe with one of those attachment plugs, the KTM might work nicely for you.

You can also make your own attachments if you can use a soldering iron. I have made a few.
