They're replacing them on the normal schedule, so it isn't extra money. I was surprised to see how much it does improve readability though.

Talk about micromanagement, next they'll have explicit instructions on how to wipe your ass.

Studies show alot of things, and mandates - probably unfunded as if it matters, are easy to hand out. They really have nothing better to do with our money and time ?

$24 million to make signs? 
 
Now I know why the coal town I used to live in never seemed to change any of theirs.  Same dilapidated, ugly, sometimes shot up signs as when I was a kid.
 
One time on the main drag (two skinny lanes, one way street) I got a ticket for parking briefly...hold on for the punch line, it's definitely coming.   Everyone parked here for 5 minutes to run in and buy a precooked pizza. 
 
I came out with a pizza and a policeman was giving me a parking ticket, and when I asked why...he explained that THERE USED TO BE a sign there (I think before I was born) that said no parking.

I really wish we could get a good idea of what non stellar plants are like instead of just a good estimate of size and distance from their star based on orbital perturbations.

That is what they really measure when they say they "found" a planet. They can tell there is something of a certain mass orbiting a certain distance from a star that puts out a certain amount of radition. One reason they have found so many Jupiter like gas giants and much fewer of smaller oribital bodies.

The Goldilocks Zone is the zone in size and temperature where you COULD find a type of life such as we have on earth. The band where you might find a place you would WANT to live in much narrower.
