Is bio-oil safe as a lubricant on your own? for masturbating or anal penetration with a finger or such?

It's primary ingredient is mineral oil. So don't use it with a condom as it will weaken the condom. Beyond that, it contains several known allergens. I would suggest doing a patch test first to see if you'll show a reaction. But why not buy a known lube that won't cause any problems?

What is bio oil? Like cooking oil?
I wouldn't recomend anything not meant to be used as a lube, for lube, since regular lube is so cheap and easy to get, and even specialty lubes with no glycerin or nothing is available too.

Considering how expensive a small bottle of bio-oil is, why not apt for something cheaper? Even olive oil...

NO!
BIO OIL is a topical skin care product. It is NOT for use on broken skin or open wounds, and I therefore STRONGLY advise against using it internally and that includes sex/insertion of lubricated parts.
I do not believe this product has been approved/tested by the FDA....
