It's both, but even in saying that, a lot of it is driven by the fact that feet are a fetish for many males.
Basically, if you're "seeing" the subject coming up a lot via porn or erotica, that's usually male driven. (Fetish topics sell, period and it's males who are the primary force in profits in such areas.)
From what I've seen, there are more males with this particular kink as a sexual fetish than females. There are some women, like Me, who are sexually excited by foot worship. Others see it as just appreciating a foot rub, but it doesn't do anything for them sexually. Others still can't stand to have their feet worshiped at all. None of that is going to sell a product.
