i am looking for a male chastity device that would fit and stay on a mans penis that is smaller than 1 or 2 inches when completely limp. and gets hard up to 7 inches long.

I do not like the idea of money changing hands as part of a d/s relationship. It's one thing to simply pay for a bdsm session, another to let your dom(me) handle your finances for you, and I understand why people do those things. But I find what you describe a bit shocking.
