Have them compete in silly tasks, and the loser gets spanked. Teacher and students is a perennial favorite for many. Female cop teaching bad boys not to speed. My thoughts are:
1st, you'll need a hand.
2nd, you'll need an ass.

Seriously, I don't get your need to research something as basic as spanking. I mean, there are spanking harnesses, gloves a hand and an ass. Have the woman put a vibrator up his ass so that it's pressing against his prostate. Let her hold the control to the vibrator in one hand and her spanking implement in the other.
