Thats what he is talking about. infinitely smaller is not zero, you can approach zero but never can there be zero with regard to energy and matter. Hawkings knows or should know that. think of it like slicing a hair. you will forever have something left, no matter how many gadzillions of times you slice it. so for instance when you approach .00000000000000000000000000000000000000001 its mathematical laziness to say zero, technically its not zero however.
