Once again, you haven't a clue, the big sports, football in particular pay for the running of the athletic departments of the universities. Basketball is second in revenues, but together they pay for all other sports. Of course in your myopic view, I am certain that athletics is just another distraction from something important passing the lips of Alex Jones or Lyndon LaRouche and their brand of CRAZY!
I think this is an extension of the old Brown Eyes blue eyes experiment..not serious in any way.

Example from personal history our state has an affirmative action that does not involve quotas.   The tests are divided into groups 90% to 100% for example.   Zone A has to be offered jobs before zone B can be interviewed.   But the catch is if there is a African American in zone A and you hire a white you have to submit proof that he was clearly better qualified.  Thus unless the person doing the hiring wants unfavorable attention he always hires the African American.  No quotas, no preferences, but the result is that white people with equal qualifications go to the back of the line.

Are you claiming that isn't a preferrence?

Take race TOTALLY out of it. Don't make it part of the application process at all.
