Yes, you can definitely feel some electricity, but not without pressing the battery terminals against moistened skin, and pressing harder than I would have guessed. AAA, AA, C and D cells all have nice, big electrodes, why do 9Vs have to have such lousy little ones? The gods of kink don't seem to have been on our side when they designed nine volt batteries.
