With digital photography, it now goes way beyond using filters on lenses. If you google HDR photography, you will see some awesome stuff. It's just a way of using a computer, and different camera settings, to take it all to a whole new level. Personally, I think HDR is getting to the point of being over 'done' and I am kinda just.....over it. But it is a great tool, especially with the sort of photos in your link. Blue sky can be a real bugger. A lot of them, very little, but perhaps, some curves changed and who knows where objects may have been removed, added, etc. When I say curves, I mean changing things like brightness, contrast, ramping up a colour or down. Lots of things that can be very subtle but take a good photo and make it great.
