A press release issued by the Philadelphia Police describes the suspect as a Hispanic male, 5'9"-6'0", medium complexion, thin build, 30-40 years-of-age, thin mustache, short black curly hair, wearing a black short sleeve T-shirt, and blue pants.
“This is a sick individual, to do something like that,” said Philadelphia Mayor Michael Nutter to CBS Philly. “I want this creep off our streets immediately.”
Mayor Nutter also announced a $10,000 reward for information leading to the arrest and conviction of the suspect.
According to NBC10, the man's vehicle is a late 1990's or early 2000's mid-sized white 4-door foreign car. The driver's side rear bumper has a black scuff mark and the left front fender wheel well is dented.
Police ask you to call 215-686-TIPS (8477) if you have any info about the incident, adds FOX29. If you see the suspect call 911 immediately.
