As I said, Hillwilliam, the structure is clearly visible, reflected in the water.  You can't see the design of the framing from above, because it is hidden by the solar panels mounted to it.  It's hardly a solid barrier to anything

In a land poor area, this is probably an excellent approach, but it just wouldn't make sense in the current California situation.  I suppose it could be done in the stormwater channels of the LA Basin (view the motorcycle/truck action scene in Terminator 2, if you have no idea what I'm talking about) but that brings in all the associated costs of theft and vandalism of locating such a sprawling system in an urban area.

A few points.

1) Wind is not always available, so in the long term it is not efficient.
2) The most efficient solar cell is still under 60% and there is a high cost of the units, add to that, the only solar cell generating plant covers over a thousand acres and is located in Canada and does not produce enough electricity to pay for itself.
3) Hydrogen fuel cells for cars are expensive and a standard electric car today has a range of just 200 miles and needs 8 hours to recharge.

A geography lesson.

Not all places are the same. 8 mph is sufficient for power generation, and in many places, that's virtually constant. But it doesn't need to be constant. Power goes into the grid when it's produced. What's the problem?

Solar is very feasible in other areas and not necessarily via solar panels--using mirrors to collect heat and power steam turbines, for example.

Yes, hydrogen fuel cells have a ways to go. So does every new technology when it starts. Look at aviation--not a promising start.
