Haha - you beat me to this comment, as this is the first thought I also had.

This is a shame, really. Predictive use of science should not be confused with being able to see into the future. So what next? Will Italy punish doctors who don't detect cancer in their patients even when there was no reasonable way to detect?

As I pointed out on page 1, that may well have been the plan from the get-go.

Pin the blame on the scientists, where it can be deflected.
