The English police have a reputation of being very meticulous about investigations, perhaps they wish to have the whole affair detailed and in proper order and all the specifications drawn up prior to submitting their evidence to the magistrates for formal charges. Also, the case might be that Murdoch is the political target, and the rest regarded as mere side work.
