I am looking into a new collar for my slave, but cannot find any I really like so wondered if anybody knew of persons who make to order, also needs to be titanium as well

You might have more luck explaining what it is you're looking for in a collar rather than just asking for a list of manufacturers, most of whom won't be able to offer you what you're looking for.

I've heard from several people, they quite like these.

I did see that instead of a regular lock, they use a tool to close it.

Titanium is a big and eexpensive ask. Any forming, cutting and welding is bloody hard work.

GoreanLORD on FL makes collars, he is kind of famous for his work there. He showed me how he does it, he might answer your questions if you approach him respectfully. I might make a DIY video based on it depending how I feel. Depends on if you want a practical everyday collar, ceremonial collar or one for scene play.
