Yeh that's not a random kid, that child knew that song very well. And a stranger wouldn't be likely to leave their child's pushchair next to a performer and walk away. Even just to film, it'd be a big imposition on the performer.

I don't think the guy's being mean to the baby though. He/she is pretty well bundled up against the cold and is clearly having a nice time. It doesn't mean the kid has been outside all day with him, and it could well be the other parent holding the camera.
