He has already signed the NDAA 2013, because apparently, we have a military this year. Now, since it is a spending bill it eminates or is finalized from the house and passed (constitution). If it eminated from the senate (and they have) it would be a proposal.....lol, little lawyering going on there. But the last folks who pass and sign it is the house. They insure that they hold it till the last possible minute so that if he were to veto it, the military paychecks for private dumbass would cease tomorrow, and the entire military would close its doors. America doesn't want to be without a military for even an hour, because we are king of the hill, and haven't made alotta buddies out and about lately. He has to the best of his ability, given the treachery of the congress, kept his promise. Is it the 'right' situation? I dunno, there be monsters out there in dealing politcally and nationally. Some will circle, and some will knock on the door.
