I've been told that when a dog puts his mouth on someone or a litter mate, it's a way of saying "Hey, you're part of my family". It tends to be evident in younger dogs and they eventually grow out of it as they grow more secure in their "pack".
MacGyver (our Ridgeback mix) outgrew it pretty quickly. He has no issues with feeling secure because he thinks everyone was put here to love him. Raider (our Aussie mix) was dumped on the streets at 8 weeks old. He was very skittish and finally started doing the mouth thing at about 6 months old. At 2.5 years old he still will very gently grab your hand just to let you know (With Mac he does it to his neck).
The dog in the video is still pretty young, but I was struck by how very gently he would put his mouth on the kitten to say "Hey, you're part of my pack".
