If we had 3 buckets, a 1 gallon one, a 2 gallon one, and a 7 gallon one and asked the very same question, what's the answer??
The answer would be 3 because we weren't told about the 1 gallon bucket.
But we do know about the 2 buckets that were specifically mentioned in the question.
That's why the question, as it stands, is unanswerable.
We just don't know how many other buckets are laying around that we haven't been informed about.
ETA: if the question said something like: "in an empty shed, we have...."; that tells us that there are no other buckets being considered. But without that info, we can't answer it.
I've seen this sort of trick question before... it is a trick question. 
It's a test of lateral thinking.
