That's patently false.

The President isn't in charge of hiring all American Citizens; never has and never will. Outside of Government positions, government isn't in charge of hiring Americans, either.

Businesses in America are in charge of hiring qualified American Citizens (and legal residents). That someone isn't qualified for a job that pays more isn't up to those businesses, however.

In many cases, it's the fault of those not earning enough to pay taxes.

In some cases, it's simply very bad circumstances/luck that more earnings are not possible (ie. elderly, physical/mental handicaps, etc.).

We appear to have been dragged off topic by the post asking whose fault...but clearly it is the Government responsible for our economic health and this is spelled out in the constitutional Preamble.

WE THE PEOPLE of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

The vast majority of people will not loose their plans if they get theirs thru an employer, grandfathered individual bullshit insurance will.... if the VAST majority of those look into it, the chance if they are single earning under 45,k (single) they will get a subsidy and a much better plan.
