Actually, its more complicatted than that. The walkway to a house is the homeowner's responsibility when it comes to repairs. If a person doesn't keep that clear of snow, that isn't an issue. Although if you live where the mailbox is on the house (as it was in my family home growing up), then if you don't clear the walk, you don't get mail.

Sidewalks are different. In most municipalities, the local government has eminent domain "x" number of feet from the center of the road, so they can choose to put sidewalks on what is actually your property. The municipality is responsible for the upkeep of said sidewalk from damage, but the homeowner (or property owner in business areas) is responsible for snow/ice removal.

It isn't "individualistic," but financial. People don't want their taxes raised to include more funds for snow removal, so it is left to the property owners to make sure the way is clear. As far as I know, even in NYC, the indivual storefronts must keep the way clear of snow, ice and debris.

Rather than being individualistic, it is more all members of a community doing their part.

Where I live, we are responsive for "reasonable access to the mailbox". That means if its a drive by, he has to be able to get to it, snow, leaves, hail, dead body, etc. If he can't, no mail. Sidewalks same thing. They have to be free of obstructions and safe for passage, or you get a nice letter from the township. We actually have an officer that goes through the neighborhoods, checking to make sure properties comply to regulations, hedges, grass, standing water, sidewalks, etc

Around here in Baltimore, the law says that homeowners must shovel the sidewalks in front of their home. So what happens here is the plows dump the snow on the sidewalks and the owners go out and throw it back into the streets.

I walk and take public transit and the sidewalks are cleaner and safer than the roads. Baltimore has done a shitty job this time around with cleaning up the roads. There is still lots of ice and some roads they have not even bothered. But homeowners have done great jobs making sure their sidewalks are clear.

In NYC the sidewalks are put in by the city, but the homeowner is responsible for maintaining them, if they get all broken up, it is the property owner who must fix them. I don't know about NJ, there aren't sidewalks where I live, least not on my street, so I don't know whether the town is responsible or the homeowner. Homeowners are responsible for clearing the sidewalks. I live in a house in NYC for a number of years, a corner lot with a double lot, and keeping the sidewalks clear in the winter was a bear of a job.

One winter I lived in a town west of Boston. I was across the street and abput a half a block in from where I worked. Before snow about 2-3 minutes walk. After the snow and plowing of the street, I could not find a place to cross the street. I talked to my boss and he talked to the property owners and lucky for me and for others; the guys who cleared the parking lot started to clear a place for pedestrians to cross. Of course that it was exactly where I needed to cross suited me just fine.

Plenty of people can't drive. They may be too young, too old, blind, epileptic or simply can't afford a car. Those people need pavements don't you think?

In general the Brits don't know how to cope with a bit of snow and a little flurry brings British transport to a grinding halt. Schools close because teachers can't make it to work and people drive along at 5mph causing a long line of traffic behind them and if they do have to walk and I know a lot of British people do walk on snow, they wear trainers or high heeled boots to slip slide their way along the pavements!

Ummm... I live in the UK and we have had snowdrifts up to 4ft and more in places.
And when the plows go down the road, they dump it on the pavement (sidewalk to you).

I agree that the public transport is good, but obviously most people do in fact have to walk through the snow to get to a bus stop.

The OP lives in Delaware in the US...about an hour and a half north of me in MD... I don't know. I pay a fortune in property taxes where I live but I will say, from what I heard that I get my money's worth. Baltimore has higher property taxes but seems to get worse service. (To LittleWonder)

The other thing is.....and this is what I mean by "the pedestrian gets no respect".... Is that even if someone DOES shovel the sidewalk, there is still a hill of snow between the sidewalk and the road. So if the bus stop is not at the corner, but instead on the middle of the the middle of the block (which most of them are) there is a very high (or wide.... Or both) strip of snow that you need to navigate over before you can make it safely from the bus to the sidewalk (or from the sidewalk to the bus). It's one of those things that people never think about doing until they find themselves in that same situation.

Really crazy thing in my apartment complex.... They plowed the parking lots after they shoveled the sidewalks, so where the parking lot meets the sidewalk and street, plows pushed all the snow to the sides of the lot entrance. So now there is a wall of snow that boxes in segments of the sidewalk on all 4 sides.

It just struck me that when I said DE that many would think I meant a part of Northern America. I meant DE as in Deutschland (Germany). Most German websites are done with .de
