Downward blinders

I'm looking for blinders, kind of like the ones they use on horses, only I want them to not limit vision to the side, but to the top.

Basically a blinder/blindfold kind of setup that would allow the person to see what's right in front of them, so they can walk uninhibited, but see not much else, and would not be able to see a person above the waste unless they bend their neck back severely.

I don't even know if these exist, and I'm thinking I'll probably have to make them, but if anybody has ever seen anything like it, please let me know.

I have not seen what you describe.

They do however make welding goggles that have flip up lenses. These are for people who weld or use a cutting torch. The goggles will have a lens to flip up vertically for the person to see what they are doing prior to welding. Just Google "flip up welding goggles" and take a look. It might work for what you want.

Would a pair of sunglasses with the side bits on do the job if they were sprayed with a can of black car paint??
Attach one of those elastic-type retainers on the arms to keep them very close and hey presto!
The only thing they would see is right down by their feet and maybe a foot or so in front of them.

Go to a shop that carries supply for the visually impaired, they have those kind of glasses that can be easily modified to your specifications, alternatively I would recommend a ski mask and put a flat bit on top. Ski mask because it's easily modified and has a basic shape...

There are flip-up glasses and even steampunk goggles with flip-ups. If not already, can be easily blacked out.
Etsy will have both of these. Searching for "flip-up lenses" will bring up a few options.

All great suggestions, and I'll take them under advisement when working on the mod.

Apparently I ought to have been more precise in the OP, because I'm ideally looking for something that can be locked in place, as I will not wear gear on mere command alone, especially not annoying gear like the blinders in question.

Any ideas there?

I've seen a picture but it was probably custom work.

If they're locked into place, there is a serious risk (I take it that you will fight back quite a bit) of injuries to you or the other party involved, so you might want to make sure that it's not metal or breakable, maybe if you are going with the ski mask suggestion and remove the plexy-glass from the original glasses, replace parts of the elastic with a padded strap and put the sun shield of a baseball cap on top of the ski mask? Not the most sexy or elegant solution, though

That would be my concern.
Other option would be a lockable mask or hood with full blinders, trimmed slightly at the bottom of the blinders to allow some vision (think poorly secured blindfold that, if you move your head up, can see through the bottom). If trimmed enough, but not too much, should provide a similar effect.
If you're good with leather and rivets, that opens up even more possibilities.

The option I've seen was a fairly standard pony bridle except where there would would normally be two blinders they were connected in front. So it was sort of a rectangle of leather wrapping around in front of the face.
