I don't know what you mean by enforceable laws on the WWW--which country is going to take what legal action(s) against an Inet site's international membership policies?
The cheaters' site AshMad works on the same principle. You need to attract the women and encourage them to join, and that will draw in the (paying) men, many of whom pay ridiculous fees to use the IM/instant virtual-videochat feature.
A lesbian friend of mine tells me, though, that it's only free for STRAIGHT women. You have to either purchase credits or be gifted credits from an interested admirer in order to access your inbox message functions or reply to other members.
This is not much different in theory & implementation than the lower cover charges for females than for males in clubs and/or BDSM functions (other than casual munches).
Near my area, Dungeon entry runs $10 per female, $30 per male, regardless of orientation(s) or couples status.
ETA: I also hear from additional sources that AM has a bunch of phony women's profiles, member pics often average 5-10 years younger than what these desperate would-be adulterers actually look like in person, and there is a huge number of relationship-challenged (as in pathetic) single men on there trying to hook-up for one-night stands.
