Actually it's very common in Afghanistan at least. I can't imagine the rest of the Muslim world being much different. Our orders were not to interfere with domestic situations while I was deployed. All I can tell you is there were quite a few times I wanted to intervene.
You should get to grips with more of the 'Muslim world' then.
