Does a submissive have a right to refuse something that she's not comfortable wearing?...

Yes! However, she also has a 'right" to deal with the fallout of her refusal.

Good luck with that.

Of course she does, but it is the manner in which she does it. So many people go on about having a list of soft/hard limits, and anything not on that list is fair game, but sometimes a demand is made that never entered your head before, and if that happens, you then think "oh god, I never put that on my list!"
So you talk with respect that this is something you simply cannot do.

You have the right to do whatever you want. However your partner has the right to decide that you aren't living up to your word and end the relationship.

If he wants you dressing like a whore at work or while visiting your family, then I would suggest you have the obligation to protect yourself from someone seeking to destroy your life, and not just refuse him but also tell him to get lost.
