I suppose each FinDomme goes about things in her own way, but I shall give you my impressions.
BTW, when meeting a Domme, it is not uncommon to pay some sort of tribute in advance to show that you have serious intentions. This in and of itself does not make her a FinDomme. This also serves to verify your identity (that you are who you say you are, short of showing fake ID) to a certain extent if done as a credit card transaction where account bill-to info gets disclosed to the recipient, or if proof that you actually did make a contribution to her favorite charity is required to her satisfaction. (I don't do this, but I have other ways of gathering reliable, verifiable information while screening a prospective sub.)
I find it strange that you have told her you are willing to pay tribute, but she has not asked you to put your money where your mouth is before agreeing to meet with you.
It is unusual for a FinDomme to meet her clients in person. It is far more common for a FinDomme to keep things confined to on-line interactions.
You are unsuccessful at negotiating a tribute amount. Your concern is understandable.
She has already shown you that she is playing games and can't be trusted.
Either she is setting you up, and will come up with a last minute emergency as to why she can't make your meeting, and then require you to "tribute" her with a large retainer or down payment (plus if you have not cam-verified one another, then "she" might actually be a he, and even then he might be a passable she), or
she suspects that you might be the one setting her up for a sting.
Since she hasn't required you to perform a humiliating act that no LE official would perform without destroying his credibility, then I am going to speculate that the tribute amount you brought up is not substantial enough to be of interest to her - that you are no sugar daddy sub - or she is waiting for you to up the ante in order to finalize this proposed meeting.
As to her message reply content, this person - whether *real* or not - is following a canned script that sounds like it came out of a badly made FemDom porn production.
Fake FemDom foolishness aside, is this the type of dubious Mistress that you would want to get yourself involved with?
