Probably because little is done to discourage such behavior. People reply, scolding or making fun of the OP, and gives them the attention they're seeking.

It's because so many guys fantasize about actually being a finsub. They just want to talk about it. Get them to call you on a pay to talk service, and at least you are getting some of their money. The whales are few and far between. (but worth waiting for.)
