There's an expression in the South (Western, mostly) United States. It may be old and have fallen out of fashion, but when a "good ol' girl" is getting ready to go out for a night of honky tonkin' she gets "booted and suited" (cowboy boots and a nice outfit). My best guess (based upon his avatar photo) is he means "well dressed".
