What should be done is for letters to go home to the parents explaining that any child who does this will be immediately expelled and that the parents agree to pay large fines. And these letters should be signed when the child first starts attending the school.
Why haven't the parents been called in? That makes no sense.
Thus the big debate if there should be any consequences for the boys. The principal of the schools, have chosen to just let the boys go with a warning and not take any hardline action on it. And of course their parents are informed. Saying that, at this age, boys do naughty things, but don't want to ruin their future for life. Being expelled from one school for such things, means no other schools will take him in.
Police reports, means criminal record.
Personally, I would make it very hardline too and warn all the parents that it is a instant expel out of the school IF the boys are caught doing this.
In my country, it's not like the US. You usually can't sue for everything. The court won't entertain it. And even if you win, the damages awarded is gonna be severely less than the legal fees. Very little suing happens around here precisely because it's just wasting your money.
I think alot of suing happens in the US because, they believe they could gain financially from it.
