Ebay usually has a good selection of new shackles of all types and sizes and some of the best prices. Amazon also has them too at good prices. Most BDSM websites like JT's Stockroom have a good selection but are higher on the price's. If your looking for custom made I don't know of anyone personally.

Those shackles are shit quality Chinese knock/rip-offs. You get what you pay for.
