You are aware of course that the US has sent environmental experts there to help them. However there is one major problem and it has to do with science. To do this manufacturing there WILL be a certain amount of pollution. Try to pickle steel and keep the air clean, can't be done. Try to smelt steel without emitting some pollution, cannot be done. This is basic science. You might electrically purify aluminum and put out less pollutants, but you still do. Processing plastics, heat is required. Making glass, heat is required. Cracking petroleum, heat is required. Generating electricity, heat is required. Even AMMONIA BASED REFRIGERATION which requires no electricity requires heat. The batteries in your electric cars generate heat. The nuclear power plants (because solar will never do it) generate heat. California is entitled to their environmental laws because every once in a while the get under an inversion layer. It is like being trapped in a bottle with every fart, every ounce of car and truck exhaust. Everything is stuck there. It is really not the place to process steel. With the climate it should be agrarian logically but they found ways to make more money. But that will end soon. This is progress, you still like it ? T^T
