Probably because there just isn't enough topic material that doesn't fit just as well in other sections. Most of the questions that come up that are related to being a couple tend to come up either in the poly section, if there is an s-type person in either (or both) of your lives. If there isn't a third party and people ask how you relate to each other, (i.e., people wondering why you're not the D/s type interaction with each other, if you do top or bottom to each other, etc) that tends to be a General BDSM Discussion type of thing. The latter especially, doesn't come up that often. Maybe every two to three months, so certainly not enough to keep a forum active.
Frankly, there are so many couples that just hit the forums because they are looking for a third that any couples forum would probably look like 95% of posts that would be 'searching for' ads, with very few actual discussion topics. Not something that's terrible interesting on a discussion board.
