It might be true, but it probably is not.
The female slave I currently own (and who has lived with us for over a year now) was under the direction of a Dominant she had sought out as a mentor when we met her online. The called him 'Trainer' and claimed that while they were not in a relationship together, she was under his control, and that it was under his direction that she started looking for Owners to have a relationship with. Due to this she needed his permission before taking certain steps in the 'getting to know us', such as cam, phone, and finally an in person visit.
Yet he was not available to talk to, and all communication went trough her (again because he had directed this, because he wanted her to learn to be more outgoing, and had tried to use him as a proxy to get to know new people in the past.
If somebody had come on the forums and told me that story, I would have said: Red flag, wanker, time waster, run like hell.
Yet she was engaging to talk to, so my husband and I continued to engage her online, convinced it was all utter bullshit, and planned to stop talking to her as soon as it stopped being entertaining.
To our surprise, we soon talked to her on the phone, then saw her on cam, and within the span of two weeks she was talking about coming out for a visit. We picked her up at the airport a few weeks later. Within 2 months from that, she moved in with us, and here we are, a years later...
So while I agree with everybody else that the most likely thing that's happening is that he came up with some lame excuse because he's got cold feet, there's also the fact that you never really know.
It's possible he's got some similar type of arrangement with a local Mistress as my slave did, and feels he needs her permission.
As far my advice is on how to proceed goes:
If you're really interested in him, by all means, keep engaging with him until the cost of dealing with him becomes bigger than the joy/benefit you're getting out of it.
But keep in mind that his story is most likely not true, and thus assume that it's not, and base your feelings, attachments, and dealings with him on that theory, unless and until you're proven wrong.
If he starts to get annoying to deal with, or his story is proven to be false, drop him like a ton of bricks. It's not worth it to start a relationship off on those terms.
