Irony - That's very racist and insensitive.

Eye contact for eastern cultures is actually considered inappropriate. Also, many social anxiety disorders (such as Autism, Asperger, and Attention Deficit Disorder) has been clinically shown to increase stress levels in individuals which are forced to maintain eye contact in social situations to the point that it can trigger a panic attack.

By saying that one must make or maintain eye contact means that you are being dismissive of the cultures which find eye contact disrespectful as well as being insensitive those that are medically hindered.

The University of Oxford twitter feed has issued an apology for a newsletter which described avoiding eye contact as potentially racist. The apology follows widespread criticism in the press and on social media. The tweet reads: ‘We are sorry that we took no account of other reasons for difference in eye contact and social interaction, including disability.’

But beyond your point, I find this part more troubling:

‘Some people who do these things may be entirely well-meaning, and would be mortified to realise that they had caused offence. But this is of little consequence...

People from larger cities often avoid making eye contact because it can be viewed as an invitation to start further interaction, which could lead to a lot of problems with certain strangers from any and all races etc

Actually I am to the point with this shit that I just stay away from people. I used to have a shitload of "friends" but now I got it down to a core few. I don't go to bars anymore, I am not interested in meeting anyone unless it is business.

It's always been about power. Identity politics keeps groups as victims. The sad thing is the whites have come very far in reducing racism. However, the identity politics, welfare pimps, won't let it go and keeps preaching to minorities that they are being hated. In my mind it time to start teaching them that nobody pays as much attention to race as they do. They create the micro-aggressions.

Social customs are not universal. A decade ago I was told I was acting "racist" when insisting a salesman make eye contact. I was raised in a culture where making eye contact when talking with a person was a de minimus item of polite behavior. To talk at a person with no eye contact was to dismiss them as inconsequential serfs.
A Yankee cousin of mine corrected me; you never make eye contact with clerks and street people as that encourages them to a social interaction above their station that will waste your time.
